That's the idea; the expansion should be broken at that unquoted space. 
  If it has a space that needs to be kept, you can always set

  SENDMAILFLAGS="ar' 'g1 arg2"

and it will come through as  "ar g1" "arg2" when $SENDMAIL is invoked, 
I'd expect.
