You have edited your .procmailrc on a Windows or DOS box
and uploaded it without getting rid of the Ctrl-M chars
in the file. Procmail barfs on those.
Either edit the Ctrl-M binary chars out of the file
manually, or use the ASCII switch when uploading,
or use "flip" or "dos2unix" on the Dreamhost
server to fix your rcfile.
