But that has to be compiled in, because the sanity test on $ORGMAIL
is done before reading /etc/procmailrc. Setting ORGMAIL in
/etc/procmailrc comes too late.

I think you're right. At least, I share the same feeling.
But I am totally cross eyed now because I am still trying to figure
out how!
So I hope you can tell me! :)
My idea is still that you can use a standard procmail binary, if the
ORGMAIL that is compiled in, points to a real (user owned) file. Maybe
you can easily change that to a file owned by a group that every
procmail user is in.
In that way, procmail won't complain at the start, and will start
processing the /etc/procmailrc.
In the /etc/procmailrc you can then deliver via DEFAULT (with a fallback
via a changed ORGMAIL).
