RFC2822 isn't a standard yet. The standard, RFC822, says only that
in-reply-to must be a sequence of one or more phrase or msg-id tokens,
and goes on: "...IF message identifiers are used in this field, they
must use the msg-id specification format." (Emphasis mine.)
