What part of the two postings advising you to remove the
'/etc/procmailrc' and install a '~/.procmailrc' is it that you fail to
understand?
Nancy's site contains VERY GOOD basic instructions in applying procmail.
She has suggested that YOU learn some of the basics before trying a task
of the size you have suggested. Then, when you have a basis for asking
intelligent questions, perhaps others will address points that fail you.
A search of the archives might also help you.
Your other option is to hire one of the knowledgable posters from this to
write the recipies for you.
