Remove it.
I would also take out any DROPPRIVS-line from all user's
.procmailrc's, it doesn't belong there.
Also, I recommend that you follow the step-by-step instructions
in my Procmail Quick Start, which is here:

Step #2c would have avoided the above /etc/procmailrc problem.
