I suspect that is the reason for the bogus things.  Not sure, though,
why it wouldn't affect every single user in that case.  So maybe this
suspicion is wrong.

In any case, as others have said, world-writeable files owned by
root (or anybody, for that matter) are very bad.

I would also take out any DROPPRIVS-line from all user's .procmailrc's,
it doesn't belong there.
