If you correctly set it only some of the time. Looking back, I see that
this is an /etc/procmailrc file, not a user procmailrc -- not all users
necessarily have a HOME directory.
Try emitting the username you're delivering mail for to the log, then check
the password file for their home dir setting.
(this BTW is also why SHELL is often hosed - many users don't have valid
shells)
