Suggestions?

Firstly, files in /etc/procmailrcs/ are treated specially depending on
how procmail is invoked, so you shouldn't put files there unless you
intend them to have those special semantics.

Assuming you did put them there with the correct intentions, each file
should be owned by the user whose identity procmail should take on
when reading that file.

Finally, the /etc/procmailrcs/ directory should be world-readable but
writable only by root, and the files in it should NOT be writable by
anyone but the file owner.  And obviously each file must be readable
by the user who owns it.
