Here's my procmail log as this has progressed.

As you can see when a shell command is executed, the
following forward action does not happen.
Well, those are errors. You need to find and fix them.
Maybe you don't have a close-quotation mark or a closing
curly brace somewhere above. Maybe you edited the
file in MSDOS and uploaded it and it contains Ctrl-M
line-ends. Maybe a recipe doesn't start with ":0".
(Make sure they are zeros and not the letter "O".)
