No. Procmail always uses procmailrc and only uses .procmailrc if
there was no delivery in procmailrc.
Procmail skips /etc/procmailrc if there an rcfile was specified
on the command line or via a .forward file or if the -p flag
was used when invoking procmail. See "man procmail".
