I have a very simple recipe:
:0
* ^Subject: Returned mail: Service unavailable
$FAILED
Two messages with the same subject AFAICT match once but not a 2nd time:
Match on "^Subject: Returned mail: Service unavailable"
procmail: Assigning
"LASTFOLDER=/home/chris/Maildir/.Failed/new/1250343933.32079_1.localhost"
procmail: Notified comsat:
"chris(_at_)0:/home/chris/Maildir/.Failed/new/1250343933.32079_1.localhost"
Subject: Returned mail: Service unavailable
Folder: /home/chris/Maildir/.Failed/new/1250343933.32079_1.localhost

No match on "^Subject: Returned mail: Service unavailable"

Headers of the first msg are:

From: Mail Delivery Subsystem <MAILER-DAEMON(_at_)mx175(_dot_)hinet(_dot_)net>

To: cpollock(_at_)embarqmail(_dot_)com
Subject: Returned mail: Service unavailable
And the 2nd:
Date: Sat, 15 Aug 2009 21:44:56 +0800 (CST) (08:44 CDT)
From: Mail Delivery Subsystem
<MAILER-DAEMON(_at_)ms1(_dot_)gsn(_dot_)gov(_dot_)tw>

To: cpollock(_at_)embarqmail(_dot_)com
Subject: Returned mail: Service unavailable
The subject looks identical to me but the first was sent to the correct
folder while the 2nd wasn't. Really bugging me. Any ideas?
