How's it coded

2009-09-16 10:26:30
Once in a while I receive in my inbox a coded text body like one attached.
(I include the complete mail header - only hided the user email domain and kept a few lines of the mail body).

There is no usual header lines to indicate the coding methods and location in the mail body. Any chance such mail could be recovered?
