IETF: Free and fair elections, use Roberts rules of order for WG process,
those attending 2 out of 3 telcons get a vote.
USPTO: Mandatory one year challenge period prior to examination.
Examiners required to evaluate objections from public.
Applicant must pay USPTO costs when littigating decision to reject.
