ANNOUNCE: libsrs v0.3 beta - x86-64 and *BSD support

libsrs v0.3 beta is available for download from http://libsrs.org

I previously stated that 0.3 would contain MTA patches for at least
Qmail, but I regret they are not yet complete.  I'm awaiting more
finalization in SRS behaviour that I believe Shevek will have settled by
the end of this weekend.  Look for MTA patches in 0.4.

0.3 contains the following notable additions:

- x86-64 support
- FreeBSD support
- OpenBSD support

Below are some statistics for libsrs 0.3.  The statistics use
calculations based on numbers obtained from doing 10,000 forwards. 
These numbers are then used to calculate how many forwards are possible
within a 60 minute time frame.

AMD XP2600+ x86-32:
-------------------
41.60 seconds for 1M forwards or 86.5M fph (library)
38.88 minutes for 1M forwards or around 1.54M fph (binary)

AMD XP3200+ x86-64:
-------------------
35.5 seconds for 1M forwards or 101.4M fph (library)
30.24 minutes for 1M forwards, or just under 2M fph (binary)
