SES lets you check the bounces. SUBMITTER has to match the headers.In the SPF+SUBMITTER case on that web page, the problem is that the spammer can send arbitrary emails. Bounces are hardly of interest any more. Thus SES is irrelevant. How could they? The PRA would have to match the submitter, and if not, it'd get rejected, right?
