This is true, however the idea is that SPF layer 1 will prevent bombarding
innocent third party domains, while layer 2 provides stronger authentication
for the end user.  Your point is an argument for making SPF layer 1
a prerequisite for SPF layer 2.  So as long as layer 1 is functioning,
then layer 2 can be done as background processing without bombarding
innocent domains.
