Wrong! ISP's are not regulated by the CRTC. Only carriers (ILEC and CLEC)
are regulated, and if they do both, only the carrier portion is regulated.
Because these are so inter-related sometimes, the CRTC has had difficulty
in separating the two (as in VOIP).
