I appreciate the clarification. It would have
been better for me to have written "although ISPs
fall under the CRTC, since IP enabled services
are subject to CRTC jurisdiction, at this time
ISPs are not regulated by the CRTC."

Of course I could be wrong, but this is my
understanding from the correspondence I have
received from the CRTC on the topic.

error.

P.S. In the US it is my understanding ISPs, at
least as to the delivery of IP enabled services
fall under the purview of the FCC. However, as I
have noted in other posts, for public policy
reasons the FCC treats ISPs differently and at
least for now IP enabled services are generally
speaking unregulated. I write for now because the
FCC is presently conducting a review of IP
enabled services, with particular focus on the
issue of Voice over IP.

This reflects my understanding from reviewing
