I would like to jump in and point out that a static IP is not all that
expensive.  I am on Cox cable.  I pay $55/mo for dynamic IP, and use my
work MTA to receive mail and cox.net relays to send mail.  If I did not
have access to a static IP at work, I could pay $80/mo, and get a static
IP from cox - and relaxed a AUP from Cox that lets me run web and other
servers (subject to instantaneous bandwidth limits) and removes 
total monthly transfer limits.
