If you are correct, then the only meaningful SPF result would be FAIL.


Wrong.
You can recieve FAIL results for legit emails because of ISP mail routing 
changes or cached DNS records.
This is about the same probability that another evil user will buy DSL from the 
same BigISP.com to send forgery with
sales(_at_)example(_dot_)com address.

No one SPF result is meaningful.
