Case Sensitivity

I am not the author of libspf2 but a quick look at the source showed me that
for the 'ptr' mechanism the comparision of domain names is case-sensitive.

(In James' libspf the comparision it is case-insensitive. And of course also
in my RMSPF library for Windows).
