No! According to the article, 5% of email is SPF-tagged. Also,
"Within that 5 percent, slightly more is spam than legitimate e-mail"
This means that spammers are *well behind* SPF!
Why? Because between 3/4 and 5/6 of email overall is spam. Cutting
that down to 1/2 is a major victory, especially if you can prove it was
sent in complicity with the domain owner (tying it down to a registrant
whose info you can subpoena from a registrar.)
Good for SPF!
