The point of SPF is to stop domain forgery (and even localpart forgery
when used to its full potential).  It does not directly stop spam
(except that right now most spam is forged).

When everyone uses SPF, including spammers, whitelists and
blacklist can use names instead of IP addresses.  You could argue that
blacklists work better with IP addresses (since even with SPF spammers can
create throwaway domains) - but you have to agree that whitelists are much
better with names.  That way they still work when your whitelisted partners
change IP addresses.

And even the throwaway domains have to be registered in order to publish SPF -
making prosecution just a bit easier.
