No. This is a policy issue. It has nothing to do in the core document
and it certainly does not reflect "the common core of the SPF version
1 protocol, as implemented and deployed since about December,
2003". It should be deleted.
Agreed. I'm considering a bounce address domain tagging system which would
involve "v=spf1 +all" SPF records for valid domains.
