Does anyone have any idea what exactly this means?  Because if anyone
could just "impose" a standard, it would have been imposed a long time
ago.

It means absolutely nothing :-)

They've tried and failed (can-spam).  If it was possible, it would have been
done by now.  And besides - that would only apply to America - who seem to
forget that they do *not* govern the whole world - thank goodness :-)
