There already is. It's called spf-announce and I believe that it can only be
posted-to by the moderator.

spf-discuss.
Suggestion: Create a "spf-announcement" mailing list. The intended
audience of that list should be anyone not really involved in defining
the SPF specification, or implementing SPF software. Basically it would
be for your average email / DNS administrator who only needs to know
about the important announcements: new versions of the spec., new
software, new community resources, et.c.
