I think not. They're running the forwarder, sometimes called a "mail
reflector". It's for the convenience of their local users, they've earned
the right and privilege of having to deal with the bounce messages. If they
can't deal with that, they shouldn't permit forwarding. The mail is coming
from their SMTP server, and was sent to their users: it's their problem.
