Where do you expect them to go? Of course, to the person who send the
email!

Of course.  Upto here, we agree.  The problem is, you probably define
"the person who send the email" to be the author of the message.  I
do not.  If .forward, or similar mechanism, is in place, there is a
new sender.  Same for mailing lists.  This sender is, IMnsHO, responsible
for any problems (s)he introduced.  Therefore this sender (or its
representative such as postmaster at that site) should deal with bounces.

The message _is_ delivered.  It is then resent, by the first recipient,
to a new recipient.  Resending is still sending, and as you already
agreed with: Bounces should go to the sender.
