If .forward, or similar mechanism, is in place, there is a
new sender. Same for mailing lists. This sender is, IMnsHO,
responsible
for any problems (s)he introduced. Therefore this sender (or its
representative such as postmaster at that site) should deal with
bounces.
One perfectly natural method of dealing with the bounces is for the new sender
to send an undeliverable notification to the original sender. Best practices
therefore dictate that the new sender observe due diligence in verifying the
identity of the original sender at the time of receipt of the original mail.
Any false positives sent by the new sender to people it only thought was the
original sender are the fault of the new sender.
