It doesn't work when Julian is the only active Council member.
In that case we'd need another organization of the Council,
if bi-weekly IRC meetings are too much they could decide some
things asynchronously on their mailing list.
I sent a meeting agenda last week but on the day of the meeting we did
not get quorum. I have already sent one this week. Our draft PR on
sender-id is done... the web site plans have moved on down the road...
(we're way out of the starting gate on that).
