How hard would it be for a large domain to simply consolidate the
addresses of all its mail servers into one IP block?
a bad idea, since a lack of redundancy will permit network failures near
that IP block to block outbound. The largest operators need to be able to
route outbound mail, dynamic load balancing/distribution, via their
internal networks to geographically diverse mail egress points,
Are we assuming that one IP block must be at one geographical
location? Could you not have an IP block like 216.183.67.0/24 and have
four smaller blocks within that one, with each block in a different
city? This gets back to the routing table fragmentation question.
