While I'm not Meng, I think I can answer the question for him. It is
my understanding that Meng used stock photos and web layout that he
obtained from a third party. Here are the lines from the #spf IRC
channel when he mentioned this:

I don't know which layout he used, fee free to poke around oswd and
see if you can match it up.
BTW - anyone remember when that page replaced old spf.pobox.com?
