I'm an SC fan and user, but in that case I have serious doubts:
SPF is the hero saving good bounces and SMTP, instead of the
easy way out "just never bounce and kill mail silently" or the
similar "shoot all bounces on sight".
SC allows to report bounces for all users, not only SPF FAIL
users. It SHOULD restrict this privilege to SPF FAIL and DK
users.
