9.3.1.2 is _critical_ for the NOT RECOMMENDED in 2.4  But it's
not the place for DNS or SES tutorials.  It certainly doesn't
*recommend* SES or similar schemes.

It only says that such schemes exist, and (by reference from
2.4) that PRA breaks these schemes.

it should not be silent on a serious limitation of that
approach with regard to the %{l} macro.

On the SMTP list somebody proposed to add a CAVEAT about "block
port 25" schemes (and why access to port 587 is important) to
the _SPF_ spec.

That reminds of Meng, when he said that saving the world is not
as easy as it's supposed to be.  Let's fix issues in the spec.
and not try to do the homework of SES etc.
