2.999. Motion: Adopt the following resolution:
| Council Delegates

| The council can decide to delegate tasks to persons who are not
| council members. The council defines the delegate's competencies.
| If a delegate is in doubt about their competencies, they shall
| consult the council. In situations that require prompt action by
| the delegate, any single council member can provisionally issue a
| clarification, which has to be finally approved by the council.
| A delegate remains in their position until they choose to resign
| or the council chooses to modify the delegation.

FWIW, except for the one council member can clarify part, that's how I've
viewed my position with the spf-help mailing list.
I think this is a good resolution.
