Well, CIVS requires the vote owner to enter all e-mail addresses that
should be allowed to participate in the vote, and it then sends an e-mail
message to every one of them. Sending an off-list message to all
spf-discuss subscribers could however be considered UBE AKA spam.
Using the registration system, only those who actively choose to
participate in the vote will receive mail from CIVS.

No. The feedback given by the website when you click the confirmation link
should be sufficient, shouldn't it? I didn't want to send any more
messages than necessary.

I was able to register, however, I got a failure after trying to go to
the confirmation URL because the system failed to properly url encode my
email address which contains a '+'. Replacing the '+' with '%2B' in the
confirmation URL I was able to complete the confirmation process.
