Did you email their hostmaster? Seems the like one of the most direct
ways of dealing with it, no?

Saying all this. if they remove the "'s then it will be a valid SPF record
their SenderID record is spf2.0/pra ip4:207.171.160.0/19 ?all
which is quite a bit different that the SPF record and maybe be updated as
well
