Are you sure you got that right?  The non-technical parts of
spf-discuss get moved to spf-project, leaving the technical parts on
the discussion list?  That sounds backwards to me.

The non-technical parts of spf-discuss include things such as choosing 
domain names for the project, and generally discussing management and 
political issues outside the council.

When did the SPF council decide this?  I can find no record of
spf-project even being discussed by the SPF council.

There was no formal decision, but search your #spf logs.  Do you really 
think a formal decision is required?

I don't think it is a good idea because I don't think there is enough
traffic to justify splitting spf-discuss.

I think that the productive technical discussions on spf-discuss have 
subsided exactly due to the large amounts of management and political 
discussions on that list.

I don't think it is a good idea without at least a discussion about it
on spf-discuss.

Since this list and its archives have been private in the past,

I think the archive should be dumped in that case.
