Whois on openspf.org indicates

        Registrant Organization:Sender Policy Framework Council

so it would appear that such an orginazation exists in connection with
openspf.org.

I think I may need to change that since there is no such official,
government sanctioned, organization and having invalid data in the
whois information is grounds for having your domain yanked.  :-<
