Yes, there are plenty of such services.  DNSMadeEasy offers outgoing SMTP
relay using SMTP-AUTH at $14.95/year for up to 500 messages/day, with larger
quotas available.  For $95/year, Interland will give you 25 mailboxes with
SMTP-AUTH over port 587, and $120/year gets you 150 mailboxes.  I don't know
their daily quota.  You don't have to use their incoming MX's, but you can
if you wish.  There are plenty of other services out there that compete with
these folks, so shop around.  Using SMTP-AUTH solves the traveling user
problem: they always submit to the same server on a non-blocked port and the
SPF record can therefore be more definitive.
