I was scolded for not waiting until
the new website was finished and do both with the same announcement.

One follows from another but need not be done together. If you look at
the typical business, announcement of upcoming new product comes
months or years beore it actually ships and is considered good marketing.

It was felt by some that just changing the domain name wasn't making a
big enough splash and we should wait.

I suspect that the new website is stalled and will not be read to
replace the current website for the foreseeable future.

What is the reason why new website is stalled?

Should we switch domain names now?  (I think so)

Yes.

Should we send out an announcement?  (I think not, it is *very* old
news.)

Still should make an announcement and don't forget to mention that
work on new website content has now began.
