Best guess was one of Meng's ideas that he put in M:S:Q.  it's
never been in any of the SPF specs.  Let's not start now.

It's in pyPSF as Stuart said, but you have to turn it on.
For the limited uses Stuart describes, it has some utility.
For more general use, I don't think it's appropriate.

Let's get Craig's M:S:Q updates up on CPAN and send
out an announcement on spf-deployment.

There is no doubt add-value is good.  But not part of a standard library
that is "endorsed" by the SPF "official" web site.  If its not part of the
spec, it should not be in there.

But even if it was, the problem is the Received-SPF: header.

Putting it as a PASS is not right because the reality was a no SPF policy
result. To lump PASS with a "BEST GUESS," well that creates non-standard
operations and user confusion.

If its going to stay in this API or others, at the very least, make it
consistent with the specs using:

    Received-SPF: NONE (XXXX)

where XXXX that says the IP matched the HELO/EHLO domain and noting about
"domain designed as permitted sender" because there was no SPF record
verification process to declare this result.

If 3rd party Mail Filter vendors want to support BEST GUESS, they can still
do it with "Receiver-SPF: NONE" with the "_GUESS_" word in there.  But don't
use PASS because that will screw up the standard SPF implementation that
knows nothing about BEST GUESS.

That is all I am basically saying.  Be consistent.
