There's no difference between 1-1-3-3-5 and 1-1-2-2-3, because only the
internal, relative order of the options in your ballot is relevant.
1-1-x-x-5 (x = no opinion) is the same as only rating the first, second,
and last option as 1-1-5 (identical to 1-1-2 and 4-4-5). (Condorcet is
not based on scores or points, only on relative order.)
However there should always be a "none of the above" option so voters can
rank unwanted options lower than that one. In Debian general resolution
votes, this is usually called "Further discussion". In our last community
vote, it was called "Disapprove the council election procedures proposed
by the sitting council. The sitting council shall propose new council
election procedures by the 1st of February 2006." (I considered this the
equivalent to "Further discussion".)
ROs are supposed to know the rules. ;-)
Well, at least he should have trust in the mathematical method and in the
technical systems used for the vote.
OT, finally I get the feeling for this Wiki stuff. Was it there where
you picked up your "footnote style" ?
No. Until a few years ago, I had used "foo[1] ... [1] http://foo"-style
footnotes, but then I adopted my own footnote style from other text
documents I wrote (essays, articles, etc.), where I wrote "foo[1] ...
References: 1. http://foo" instead.
