I don't understand why you feel this is necessary.  Parliamentary
procedure has always permitted the one who makes a motion to vote on it
except when the movant (or any other voter for that matter) has some
sort of financial stake in the vote's outcome or some other bias which
would impair the voter's objectivity, e.g., voting a certain way would
benefit the voter's spouse, or the voter has had a previous financial
relationship with the subject of the motion.  I don't see where any of
these reasons for abstention apply here.  Being a leader and advocate in
the appeal does not disqualify you as a voter.

I would go so far as to say that you would be failing to perform your
duties as a council member if you did *not* vote.

PS:  Has the Council considered adopting a set of bylaws?  Bylaws would
be very helpful in addressing situations such as this one, as well as
the recent situation in which a Council member resigned.  I know the
Council is an informal group, but bylaws would be helpful nonetheless.
I would be glad to help prepare a set of bylaws if the Council is
interested.  I was a corporate paralegal in my early professional
career, so I have some experience in this area.
