The reason is, as the author and submitter of the appeal to the IESG, I do 
not want to put pressure on anyone else WRT whether the appeal should be 
escalated to the IAB.  I am uncertain whether such an escalation would be 
a good idea or not, but I will certainly provide my insight in of what use 
it could be.  As such, Frank's reaction is pretty much what I intended.

PS:  Has the Council considered adopting a set of bylaws?

It has not really considered that.  The next council might.

Bylaws would be very helpful in addressing situations such as this one,
as well as the recent situation in which a Council member resigned.  I
know the Council is an informal group, but bylaws would be helpful
nonetheless.

I think the council has so far fared astoundingly well by applying common 
sense to any extraordinary situations that occurred.  I know there is 
alwys a first time when common sense proves insufficient, but I also 
appreciate the work it would require to create bylaws.  I am currently not 
convinced that bylaws would be a net benefit, but that could change in the 
future.

I would be glad to help prepare a set of bylaws if the Council is
interested.  I was a corporate paralegal in my early professional
career, so I have some experience in this area.
