That's what I meant.  Depending on your situation you may (or may not) be able 
to effect a MAIL FROM of me(_at_)charter(_dot_)com while preserving From: 
me(_at_)bluesong(_dot_)com - this might require the cooperation of charter.com, 
or sophisticated mail client tweaking.

whois on bluesong.com includes this line:
Registered through: GoDaddy.com, Inc. (http://www.godaddy.com)

I see now, though, that the domain name was registered by the host: 
1planhost.com
 
But your last point reinforces my issue. You suggest I talk to my
 host to resolve it--but what if a host is unresponsive, or if they
 are bombarded with requests to change SPF records? You call it "my
 SPF record", but of course it is not mine at all since "mine"
suggests ownership and control. 

Hopefully such hosts will improve their behavior or lose market share.
I presume you've contacted 1planhost.com support without success?

And what should the average non-technical person do, someone who has
 set up an online presence and wants their email to be
 me(_at_)mybusinessname(_dot_)com, and who has a problematic SPF record?

Thankfully the default SPF record... that is to say, no record at all... 
presents no problems.
It staggers me that 1planhost.com went out of their way to register an SPF 
record that effectively disables email for your domain, and won't respond to 
your pleas to remove it.

I don't mean to be argumentative--I just feel like this is another
 proposed standard that has good intentions but leaves a lot of
 confused people in the dust.

Hopefully 1planhost.com will get their act together. :(
