I don't think there is a point in getting rid of the delegation-only
policy for registries. Registries should delegate and nothing else.
Yeah, any "opt-out" system is going to be resented and blocked.
I think the "opt-in" system of a domain you could auto-redirect to might
get traction.
What problem would it solve?
How would "invalid domains" opt-in?
