W3C is essentially a collection of individuals. Most of them are 
hard-pressed to keep up with W3C work as well as jobs within their 
own companies. Few of them have time to monitor lists like this one.

Don't assume that because you make a lot of noise, that it is 
audible to many people who spend their time on W3C work. There are 
proper channels for providing feeback to W3C, use them, and don't 
assume that shouting in the wind is good enough.

Having said that, you are trying to change the direction of a tanker

when at least half the crew who are steering it are firmly convinced

it is going in the right direction, and is within sight of land; so 
even if you get people to hear you, you have a challenge ahead to 
convince them. And they aren't morons, either.

If however you suspect that the tanker is actually on a smuggling run,

just contacting the crew and asking them not to do it may not be right

approach.

It may be necessary to get the authorities to impound the ship and 
stop it unloading once it reaches port. Or if you suspect the 
authorities are in league with the crew, it may be necessary to rally 
enough concerned individuals in small boats to obstruct the harbour...

Except that even if the tanker captain was aware of the existance of the
puny boats and decided that he cared enough to try and stop, chances are
there is nothing he could do to stop the massive momentum from causing
the tanker to smash the little boats into a million pieces on its
inexorable course into the harbour.
