libxslt accepts both, agreed it's a bit lax in this respect
but this is one of the parts where there is a lot of confusion
and I prefer being a bit lax in the input checking than getting
reports "it doesn't work" ... In a large part due to the long
term confusing issue around XSLT-1.1 status...
